Our view of the service
Date of assessment 30 March to 7 May 2024 Reason for assessment: This assessment was completed after we received concerns about the management and administration of medicines. We have rated the service as Requires Improvement. We found two breaches of the legal regulations in relation to safe recruitment and oversight of the service. Although we identified some areas for improvement in the management of medicines we did not see any evidence of harm. Pre-employment checks had not been consistently completed. Governance systems and audits had not been used to drive improvement. Records were not always updated to help ensure they captured people’s needs. However, improvements had been made in some areas since the previous inspection. The service now worked in line with legislation when supporting people who lacked the capacity to make decisions. People were asked for their consent before personal care was provided and staff were person-centred in their approach. Staff now received regular supervision and appraisals although there remained gaps in training. There were enough staff to ensure people’s safety and meet their needs and preferences. A new manager was in post; they had identified areas for improvement and were working with staff to implement changes where required. Staff were positive about the impact the new manager was having on the service. We have asked the provider for an action plan in response to the concerns found during this assessment.
People's experience of this service
Feedback from most people living at Caritate, and their relatives was positive. People told us they felt safe and call bells were usually answered quickly. We saw staff taking time to chat with people and check on their comfort and general well-being. Some people and relatives told us they did not always have enough to occupy them and were sometimes bored. The manager told us they had identified this as an area for improvement and were looking at ways to increase meaningful activities.
