The service had a reporting system in place for accidents and incidents. Staff were able to explain the reporting process they followed to report an incident or accident. Accidents and incidents were reviewed, and lessons learnt shared with staff. The manager alerted and worked with the local authority safeguarding team when potential safeguarding concerns were identified. People told us they felt safe. Staff understood risks to people and how to report them. At the last assessment we found the service was not escalating potential abuse to the local authority where appropriate. This was a breach in regulation 13. At this assessment we found improvement had been made and the provider was no longer in breach of the regulation. People gave positive feedback about the service. People were complimentary about staff, they told us staff worked hard and were competent. People said activities were good and were supported to go out. People would often prefer to live elsewhere but were all happy living at the service. People said it was calm. People we spoke with told us they felt safe and could talk to staff. One person told us "It is safe here, I like it". People said they could make their own decisions. One person told us “Yes, I can make my own decisions”. Another person said “I am encouraged and not ignored. The quality of care is really good. Staff are supportive”. Another told us they would like to move back to the community “It is good they don’t rush people. It is in your own time. Some people have gone back to their families”.

Staff understood risks to people and how and when to escalate concerns. Staff we spoke with were able to explain the reporting process they followed to report an incident or accident. Staff told us communication was good, one staff member told us there was “Better communication between staff and people now. We listen to what people want and try to accommodate this”. Another member of staff told us “We work with people on strategies. Known triggers are recorded. Techniques used to help to de-escalate situations”. Another told us “We don’t know everything, we keep on training and developing staff skills.

We observed positive interactions between staff and people. During our assessment we saw several people going out together with staff to the sea front. We observed others going out independently into town. People mingled contentedly amongst others in the communal areas. The atmosphere appeared calm and relaxed.

People were protected from the risk of abuse and processes were in place to follow if safeguarding concerns were identified. There was a reporting and reviewing system in place for accidents and incidents. The manager was monitoring trends and themes from potential safeguarding concerns and from accidents and incidents. Actions were taken to mitigate risks to people and support them to live their lives in the least restrictive way, where appropriate working with external professionals were used to support this. Daily handovers had improved communication between staff. Lessons learnt were shared with staff. The manager alerted and worked with the local authority safeguarding team when potential safeguarding concerns were identified.
