The provider had introduced systems to ensure people’s care plans and risk assessments were being developed with the inclusion of the people and their relatives. Records showed the service had referred people for an assessment under Deprivation of Liberty Safeguards (DoLs) as required, and decisions had been made in people's best interests under the Mental Capacity Act framework.

We observed consent were not always gained prior to supporting a person. For example, we saw 1 person was supported to have their face cleaned after their meal. Staff did not ask the person for consent prior to doing this.

Staff understood the importance of gaining consent before supporting people. Staff told us how they gain people’s consent by also recognising people’s body language. The registered manager told us they had explored the process for advocacy services with local commissioners and this was available, should this be needed.

People had mental capacity assessments and best interest decisions in place. This showed involvement of the person and their representatives. These had improved since the last inspection in October 2023. People's support plans contained information about how people make choices and how they expressed themselves. DoLs where needed, had been applied for. Where these had been authorised, this was recorded in people's care plans and used to develop strategies to support people in the least restrictive way.
