Our view of the service

Halland House is a residential care home providing accommodation and personal care for 30 people with learning disabilities and autism. There were 30 people living at the home when we inspected. The assessment commenced on 14 October 2024 when we visited the service unannounced. This assessment was in response to CQC receiving information of concern. An assessment has been undertaken of a specialist service that is used by autistic people or people with a learning disability. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. People were supported to participate in activities of their choice, this included attending clubs and venues to reflect their individual interests. Improvements were needed to ensure people who were frail and had increased needs were able to take part in a range of activities that reflected their changing needs and abilities. There were systems to make sure people were protected from the risks of abuse or discrimination. Staff understood the risks associated with the people they supported keeping them safe from injury or harm whilst ensuring people were not subject to any unnecessary restrictions. There were enough staff to meet people’s needs. Staff received training appropriate to their role which included specific training to support people with a learning disability and autistic people. We found improvements were needed in some aspects of the service. This included the governance of the service and record keeping. Some people’s relatives told us they were not always included or updated about people’s care reviews and some staff did not feel supported. These areas also need to be reviewed and developed. The management team told us work had commenced to address these issues.

People's experience of this service

Not everybody was able to communicate with us verbally so we used the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care and interactions to help us understand the experience of people who could not talk with us. People were seen to be relaxed and comfortable at the home. They engaged freely with staff and enjoyed spending time with them. Staff were kind, compassionate and patient. They knew people well and understood what was important to them. People were supported to be as independent as possible and staff respected their rights. People were in the least restrictive way possible and in their best interests.
