During a routine inspection

We spoke with the newly appointed manager who was awaiting registration with the CQC, the services in house health and safety officer, a number of staff and the families of people who used the service. In this report the registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a registered manager on our register at the time.

People told us that they were happy with the care their relative was receiving one family member told us "I couldn't manage the care any longer myself, having scope here has helped me to keep my relative at home' another person said "The carers are lovely and they support me as well, I don't know what I would do without them". All people who used the service had clear assessments of their needs and plans and strategies were in place to meet them. Individuals care plans were reviewed regularly.

We saw written evidence of a robust staff selection process and training program for any new members of staff.

Staff listened to each individual and encouraged their independence within the range of people's disabilities. Individuals were given choices about their care and how they spent their day. People had access to informal and organised social activities.

The staff we spoke to were all aware of safeguarding vulnerable adults and recognising signs of abuse and knew how to report any concerns. People's families told us they felt their relatives were being cared for safely within their own homes.

During a routine inspection

Scope Inclusion South West provides care and support to children and young people, they specialise in providing care and support to people in their own homes and supporting people to access education and leisure.

Before people received any care or treatment they were asked for their consent and the provider acted in accordance with their wishes.

People experienced care, treatment and support that met their needs and protected their rights.

People's health, safety and welfare was protected when more than one provider was involved in their care and treatment, or when they moved between different services. This was because the provider worked effectively in co-operation with others

People were cared for and supported by suitably qualified, skilled and experienced staff who enjoyed their work.

There was an effective complaints system available. Comments and complaints people made were responded to appropriately.

During a routine inspection

People who use the service or their representatives told us that staff arrive on time, they stayed for the agreed length of time and they did not rush.

They said that the staff 'are brilliant' and 'so caring'.

People who use the service or their representatives told us that the staff listened to what they had to say and they generally had copies of their care plan that they could read at any time.

People told us that they felt the staff listened to what they had to say and acted upon it if necessary. They said they could contact the agency at any time if they needed to.

People using the service or their representatives told us that that the staff were 'awesome' and 'fantastic'. They added that they 'had no faults' and were 'brilliant'.

One person we spoke to said that they had not had any visits from senior staff to observe the work of the nursing/care staff.

One person told us that they had been contacted by the agency to seek their views and added that we had 'things to complete quite often'

Another said that they had been contacted by the agency to seek their views and had 'filled in a form recently'.
