Safeguarding

The registered manager told us the safeguarding incident earlier this year had highlighted that some improvements were necessary to their processes. As a result, they now had one of the provider’s senior managers available when the registered manager was away from the home. This ensured staff could access support and advice about safeguarding concerns at all times. The registered manager ensured any safeguarding concerns were reported to the local authority and us, as required. The provider had a safeguarding policy which was made available to staff and which they understood.

Staff had received training in safeguarding people from abuse and knew how to recognise and report any concerns. One staff member said, “All the staff here are very kind to people. I would report any concerns straight away.” Another staff member told us, “I’ve never witnessed anything concerning. If I did, I would definitely report it. I would also report to CQC or safeguarding if needed.” Staff had received training in the Mental Capacity Act (MCA) and Deprivation of Liberty safeguards. They understood the importance of not placing unnecessary restrictions on people. One staff member told us, “You must always assume people have capacity and respect their wishes. You can never force someone to do something.”

People told us they felt safe living at the home and with the staff who supported them. One person said, “The staff are very nice and I feel safe here. I don’t even worry if my door isn’t locked.” One relative told us, “[Name of person] is very safe here and they [staff] take very good care of them. The staff always know where they are. Staff are always available, and they answer call bells quickly.” People and relatives felt able to raise concerns with staff and managers and that action would be taken. One person said, “I’ve not had to complain about anything. The service here is very good and so are the staff. I would speak up if I wasn’t happy.” One relative told us, “I have no concerns and have never had to complain. I absolutely would if needed. When I have made suggestions, the staff always take it on board.”

People were relaxed and comfortable in their surroundings and with the staff who supported them. Staff responded quickly to any requests for assistance. Staff interacted with people in a kind and respectful manner. Information was clearly displayed in the home about reporting abuse.

Safe environments

Score: 3

People and their relatives told us that they liked the environment. One person said, “It’s very homely here and I am very happy.” One relative said, “We chose The Rubens for [person’s name] because it feels like a home as opposed to some places we visited which were very modern and somewhat clinical.”

People had a choice of communal areas within the home where they could choose to spend their time. All communal areas had large clocks on display which displayed what day it was and also the period of the day, such as morning, lunchtime. Each person had their own bedroom which they could personalise. Handrails and ramps were in place to help people to move safely around the home.

Staff described the environment as, “A lovely place to work.” One staff member told us, “I think the environment can be improved and we have an action plan but we have a lovely homely feel which people like and it is a home from home and I would not want to lose that.”

The provider had made improvements to the environment and now had an annual plan for its continuous improvement. The registered manager told us new carpeting was waiting to be fitted throughout the home. Actions from a recent environmental health visit were completed and the home’s fire safety system upgraded. The registered manager completed health and safety checks on the environment and equipment within the home. This included regular checks on mattresses, call bells, fire safety and hot water temperatures. They also organised external contractors to carry out any servicing checks.
