During an inspection looking at part of the service

This was a follow up inspection to check that the provider had completed the actions set out at their last inspection on 25th February 2013. The provider sent us an action plan on 15th April 2013 stating actions would be completed by 15th May 2013.

We spoke with the registered manager who confirmed that all staff had completed refresher training on mandatory topics such as Health and Safety, First Aid and Moving and Handling. We saw records to confirm this.

The registered manager confirmed that they had completed a review of people's care plans, associated risk assessments and medication records that were kept in the main office and that these were up to date. We reviewed six care plans for people who used the service and found these had been reviewed and updated. The manager confirmed that up dated records were held in people's homes and any subsequent changes to people's records would be accurately maintained at the main office and in people's homes.

During a routine inspection

At the time of our inspection the service was providing support to approximately 170 people. We spoke with people who used the service and their relatives over the telephone. They told us they were happy with the care provided. Comments included "I am very happy with the service" and "happy with them".

People we spoke with told us that they had been given appropriate information before they had started to use the service. They said that they had been visited by the manager and had been involved in their assessment.

People spoke highly of staff and said they were "Lovely" and "Polite". They told us that they felt "Safe" with staff and their privacy was respected. One person said that staff always knocked on the door before entering their home, even though they could use the key safe to gain access.

We spoke with staff who told us that they felt "Supported" by the manager. However, we found concerns around the training for some staff which could affect the care and support that was provided.

We looked at the care records for eight people who used the service and found that the information contained in the office was not always up to date to reflect the care plan held in the person's home.

In this report the name of a Registered Manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During a routine inspection

People who use the service told us they were involved in making decisions about the care and support they received, and felt they were well supported by the agency. They told us that they were happy with the personal care that staff provided and felt that their privacy and dignity was respected. People using the service said they felt safe and secure with their carers. They knew most of them well and had found them to be both professional and experienced in meeting their needs. People using the service said they had a good relationship with the registered manager and the agency's care coordinators, which clearly benefited them. One person using services told us that the agency staff are, 'absolutely wonderful, nothing is too much trouble'. Another person said, 'They are polite and helpful. I wouldn't know what to do without them'. One negative response was received. A client felt that sometimes staff wanted to help them to bed too early and said,' 7pm is far too early to go to bed, but I am otherwise very satisfied.'
