Cloisters Care Home is a ‘care home’ with nursing. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises, and the care provided, and both were looked at during this assessment. The service was registered for up to 58 older people. At the time of our assessment, 49 people were living at the service.

Date of assessment: 25 February 2025.

The last rating of the service was requires improvement (published 25 March 2024) when we identified breaches of Regulations relating to person-centred care, safe care and treatment, staffing and good governance. We told the provider to make improvements. This assessment was conducted to follow up on their action plan. While the provider has been working on their action plan not enough improvements have been made and they were still breaching Regulations relating to safe care and treatment, staffing and good governance. We have asked the provider to complete new action plans to tell us about further improvements.

Medicines were not always managed effectively. Staff did not always have the plans to help them manage risks and support people who became anxious and acted in a way which impacted others. There were not always enough staff deployed to meet people’s needs. The provider had systems to identify and monitor when things were not working and for improving the quality of care. However, these had not always led to enough improvements.

People’s needs were assessed and planned for. The staff were appropriately trained and were kind, caring and supportive. Staff knew people well. The provider worked closely with other professionals to deliver person-centred care. People received good support with their nutrition, health needs and personal care. There were a range of different social and leisure activities available.

People's experience of the service

People using the service and their relatives were happy with the care they received. They felt they received good care and they liked the staff. They told us they had good relationships with staff. People were able to make choices and felt these were respected. However, most people felt there were not enough staff. They explained they sometimes had to wait for care or felt rushed. People told us they were given opportunities to discuss their care and make choices. They told us they were treated respectfully, and their opinions were listened to. People liked the environment, which was kept clean and attractively decorated. People and their relatives told us that when they had raised concerns, these had been dealt with appropriately.
