During a routine inspection

We carried out an announced comprehensive inspection on 10 March 2016 to ask the practice the following key questions; Are services safe, effective, caring, responsive and well-led?

Our findings were:

Are services safe?

We found that this practice was providing safe care in accordance with the relevant regulations.

Are services effective?

We found that this practice was providing effective care in accordance with the relevant regulations.

Are services caring?

We found that this practice was providing caring services in accordance with the relevant regulations.

Are services responsive?

We found that this practice was providing responsive care in accordance with the relevant regulations.

Are services well-led?

We found that this practice was providing well-led care in accordance with the relevant regulations.

Background

The practice is owned by Dr. Mohammed Ashfaq Quraishi.

The practice offers primary care dentistry under the NHS and private treatments. There are two surgeries with one located on the ground floor which is accessible to people with mobility issues.

The practice is open Monday to Wednesday 9am to 5pm, Thursday 9am to 8pm and Friday 9am to 4pm.

There is one dentist and two dental nurses, a dental therapist, a receptionist and a practice manager.

The owner is the registered provider for the practice. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the practice is run.

We received feedback from a patient about the service via a Care Quality Commission comment card and we spoke with a patient. The feedback was positive about the service they had received.

Our key findings were:

  • There was an effective complaints system.
  • Staff had received safeguarding training, knew how to recognise signs of abuse and how to report it.
  • There were sufficient numbers of suitably qualified staff to meet the needs of patients.
  • Staff had been trained to manage medical emergencies.
  • Infection control procedures were in accordance with the published guidelines.
  • Patient care and treatment was planned and delivered in line with evidence based guidelines and current regulations.
  • Patients received clear explanations about their proposed treatment, costs, benefits and risks and were involved in making decisions about it.
  • Patients were treated with dignity and respect and confidentiality was maintained.
  • Patients could access routine treatment and urgent care when required.
  • The practice was well-led, staff felt involved and supported and worked well as a team.
  • The governance systems were effective.
  • The practice sought feedback from staff and patients about the services they provided.

There was an area where the provider could make improvements and should:

  • Review the practice's recruitment policy and procedures to ensure that they are suitable and the recruitment arrangements are in line with Schedule 3 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 to ensure necessary employment checks are in place for all staff and the required specified information in respect of persons employed by the practice is held.
  • Review the practice’s policy and procedures for the installation and use of rectangular collimator for X-ray machines.

During a routine inspection

This surgery is part of the Westmount Dental Surgery Group and therefore has shared arrangements and facilities around some of the things we looked at; this is reflected in the similarity of the reports.

When we looked at how the people who were using the service were supported to express their views and be involved in making decisions about their care and treatment we found detailed records and on speaking to them they told us they were 'Very happy with the way this was done'. There were detailed treatment plans and patient records which included the options discussed and the reasons for the selection of the treatment delivered.

Peoples' needs were assessed and the treatment was planned and delivered to address peoples' individual needs. Patients told us that they were pleased with the care and they 'Would recommend the surgery to anyone'.

People were protected from the risk of infection because appropriate guidance had been followed for example a spacious, well organised and well managed decontamination room. Staff we spoke with understood how to follow best practice guidance for reducing the risk of cross infection.

People were cared for, or supported by, suitably qualified, skilled and experienced staff who had been subject to a selection process and had been checked to make sure they suitable to deliver the service safely.
