The service had an open culture that aimed to respond and adapt to feedback. Staff told us they found the registered manager approachable and supportive. We found actions were quickly identified from feedback given, and the registered manager was transparent about the current challenges. The registered manager told us of the intention to ensure the service was providing the best care in a person centred way and was committed to changing for the better. Staff were positive about the support from the registered manager. The registered manager had regular communication with the provider, who maintained an active overview of the service. There were processes and procedures to encourage a forward facing vision that looked to improve and respond to where areas needed improvement. This was evident in the improvements that had been made between the site and virtual visits. The service aimed to provide care that respected Equality, Diversity and Human Rights. Staff were kind and strove towards reflecting these principles in the care they provided.

Freedom to speak up
Staff and the registered manager told us about an open culture where concerns would be listened and responded to. More structure was being given to allow staff time to ensure that people were supported to have more of a voice in how their care was delivered.
There were processes to encourage staff to share concerns. Incidents, complaints and concerns raised by staff were monitored at provider level so these could be seen across all locations. This enabled leaders to identify themes and trends. Staff had access to whistle blowing policies which outlined how they could speak up confidentially if they wanted to. There were robust whistle blowing policies for staff who felt they needed to speak up. There were regular staff meetings and staff were given the opportunity to share any concerns they may have.

Governance, management and sustainability
Staff were clear about their roles and responsibilities and felt that they were able to share concerns with management if needed. There was regular communication and engagement between the registered manager and the provider. The registered manager told us that they felt supported by the provider when responding to risks, and there were clear processes of escalation in the wider organisation.
There were comprehensive audit systems to ensure that both the provider and registered manager maintained oversight of actions needed and any risks that had been identified. There were systems to ensure that where needed external agencies like the local authority and CQC were notified of any incidents where required.
