During a routine inspection
People we spoke with gave us differing views of the service. Some people told us they were very satisfied. One person told us "I don't know what I would do without them. They are wonderful". Another person told us they were very happy with the people supporting them, and that they always completed their care records.
However another person told us they had no idea who was going to turn up each day as the staff changed so much. They also told us that they had raised concerns before about timings of staff arrivals and concerns over the training and experience of staff but that nothing had improved. One person we saw had received care from 19 different care staff over a 1 month period.
We found that the care planning, risk assessment and reviewing information had not always been transferred to the main office. This meant the care files in people's homes did not reflect those in the office. This could lead to inconsistent or unsafe care.
We also found concerns with the staff training and support systems to enable staff to do their job. These had been identified in audits carried out by the organisations' management but had not been addressed at a local level. Staff were being monitored with spot checks to look at their timeliness and the level of care they provided.
