During a routine inspection
One relative told us they had looked for a long time for a suitable service and their relative was the happiest they had been. Relatives told us that they were involved in the care planning process. They told us they had built up good relationships with staff. Some expressed concerns about management changes planned and the impact this may have on people's care.
We found people's care records did not consistently account for their needs or that these were being met. Because of this we found that the provider was not fully protecting people from the risk of receiving unsafe or inappropriate care.
We found that staff were not up to date with the training requirements for protecting people from the risk of abuse and the provider was not therefore fully protecting people.
Planned staffing rotas were not being consistently worked to and this meant there were insufficient staff to safeguard people's health, safety and welfare.
We found a mixture of policies were in place. Some had been developed by a specialised provider of learning disability services but It was not clear how these applied to the registered provider. Because of this we found effective quality assurance systems were not in place.
