Our view of the service

Laurel Grove is a residential care home providing accommodation for persons who require nursing or personal care for to up to 3 people. The service provides support to younger adults with a learning disability or autistic spectrum disorder. The service was last inspected on 13 December 2023, where we identified breaches of regulation in need for consent, good governance and safe care and treatment. This assessment commenced on 29 February 2024, with two on-site visits to the service. Off-site activity continued until 8 March 2024. At this assessment, we found that the provider had made some improvements, and the service was no longer in breach of Regulation 11 (Need for consent), Regulation 12 (Safe care and treatment). We found that governance systems had not always identified areas for improvement and sufficient action to mitigate risks had not always been taken. This was an ongoing breach of Regulation 17 (Good governance). Right Support: Systems and processes to protect people from abuse were not robust. Incident records had not always been thoroughly reviewed to minimise the risk of reoccurrence. The records had not been analysed for trends and patterns this meant that any learning had not been shared with the wider staff team. There were sufficient numbers of staff deployed to ensure people were supported safely. On the day of our on-site inspection we observed people to not always receive support in a timely manner. Right Care: Care plans were not always in place for peoples known risks. Staff had not always followed guidance in place on how to support people when they were experiencing feelings of distress. There were systems in place to ensure people received their medication safely and as prescribed, however there were shortfalls in the oversight of the systems in place. Right Culture: Whilst the service had made some improvements, there remained a lack of effective governance systems to monitor and assess the quality of service people.

People's experience of this service

On the whole, people and relatives told us that they felt safe and were happy living at Laurel Grove. A relative told us “Our relative is more than happy here”. People told us staff knew them well. Staff completed specialist training on learning disabilities and autism. The provider had access to advocacy services, should people wish to access this. Although the provider had not recently sought feedback from people and relatives, we were informed that plans were in place to collect this information in May and July, whereby they will analyse the findings.
