During a routine inspection

We reviewed the results of a detainee feedback survey conducted in July 2013. The survey asked detainees who had used the healthcare services about the ease of talking to staff, being kept informed about treatment options, being treated with respect and staff respect for religious commitments. The majority of the 11 respondents were positive about their care and treatment in these regards.

When detainees first arrived at the centre they were seen by nursing staff who asked about their medical history and any physical or mental health needs they had. There was a policy and procedure in place for detainees to be referred to other healthcare professionals such as the GP or psychiatrist on a regular or urgent basis as necessary. However, we did find several isolated but serious examples where people with urgent or serious healthcare needs were not seen by an appropriate professional within the urgent timescale specified within the policy.

All of the staff that we spoke to described close working relations with their colleagues from different services.

There was not always a suitable number of appropriately trained staff on duty to meet the care and treatment needs of detainees.

The provider had an effective system in place to identify, assess and manage risks to the health, safety and welfare of detainees using the service and others.

During an inspection in response to concerns

Whilst there was some care and treatment provided for people with substance misuse problems, this provision was not significant and people were not safe when using the service. When people were first provided with substitute medication they did not receive regular monitoring. No formal plans for reduction were in place. There was no active consideration of the treatment options available to people at their destination following deportation. There were no specific substance misuse clinics operated by the provider and only one member of staff had received specialist training in substance misuse.
