During a routine inspection

We visited the offices of Night/Out of Hours Home Care Service (the service) on 2 January 2014. We gave them short notice of our visit. We spoke with the manager and deputy manager and five care staff on this day. The service was providing a personal care service for 40 people at the time of our inspection.

We spoke two people who used the service and four people whose relatives used the service. Amongst their comments were: "I feel well looked after," "I could not be more pleased they are very kind to my relative," "Generally they are good and do not rush me," and "If it was not for this service my relatives would be in residential care."

People's care records held at the office contained detailed information and there were effective systems in place to ensure that care staff had the information they needed to provide appropriate care. Risk assessments were undertaken and reviewed to ensure that people who received the service and care workers were safe.

There were good infection control systems in place: care staff had access to appropriate equipment and procedures were in place to lessen the possibility of the transfer of infection. People who used the service or relatives, who had witnessed personal care being given, told us that care staff used appropriate gloves and aprons when needed.

Care staff told us and their employment records confirmed that staff received regular supervision, support and training to help them care for people appropriately.

We had received no complaints about the service. Staff, people and relatives of people who used the service told us that they felt confident that any complaints about the service they made would be investigated.

During a routine inspection

We spoke with two people using the service and the staff who supported them. We also spoke with the relatives of two people who were using the service. People told us that they were happy with the care and support provided by the service and that it provided reassurance to them during night time hours. A person using the service told us 'Staff stay for the full length of time that they are supposed to. They look after me really well and always make sure I am comfortable before they leave.'

People told us that they felt safe with the staff that were supporting them and that they had got to know them well. This promoted continuity of care for people using the service. A person using the service told us 'All of the staff are familiar faces to me. I have got to know them all well and we have good fun.'

People using the service had opportunities to express their views about the service they received. They told us that they were involved in the planning and reviewing of their night time care needs.

People told us that they were confident that they could raise concerns if they were not happy with the care and support they received. People told us that actions had been taken in response to any concerns they had raised. A person using the service told us 'I would complain if I needed to but I have got no complaints at all. The service is very good.'
