About the service: Jubilee Villa is a small residential care home providing personal care for up to five people with learning disabilities. At the time of the inspection there were five people living there.The outcomes for people using the service reflected the principles and values of Registering the Right Support. People were supported by staff to exercise choice in how they lived their lives. Independence and inclusion were important aspects of people's lives as they participated in home and leisure opportunities.
People’s experience of using this service:
Staff knew how to recognise and report abuse and were confident any concerns raised would be responded to by their managers. Risk assessments were in place to ensure people's safety. Medicines were managed and administered safely. 'As required' medicines had protocols in place.
Care plans provided staff with information on how to manage behaviours that challenge in a positive way. They promoted people's dignity and rights. There were enough trained staff to ensure that people's needs were met safely. Staff felt supported by senior management.
Accidents and incidents were monitored to identify and address any patterns or themes. Learning from incidents was shared with the staff team to minimise future risk. There were systems in place to manage infection control.
People were supported to have maximum choice and control of their lives in the least restrictive way possible. The service had policies and systems in place to support this practice.
Staff liaised with health and social care professionals to achieve good outcomes for people's health and wellbeing. People were encouraged to eat a healthy diet.
Staff had meaningful relationships with people and shared interests. Relatives found this a positive and welcome aspect of the service. Staff respected people's privacy and dignity.
People had detailed and personalised support plans which were regularly reviewed. People's support plans included information about their preferences. People were supported to live full and active lives.
The provider had a suitable and accessible complaints procedure. Relatives were aware of the procedure and felt confident in the provider and registered manager to respond appropriately if they raised a concern.
The provider was aware of their responsibility for continuous learning and improvement. The provider had a robust audit system in place to identify where improvements could be made. Relatives and staff described a culture where people using the service were its heart and ensured they received good care.
The service had good links with the local community and key organisations, reflecting the needs and preferences of people living at Jubilee Villa. Statutory notifications had been completed to inform us of events and
incidents, this helped us the monitor the action the provider had taken.
Rating at last inspection: This is Jubilee Villa's first inspection since its registration on 24 May 2018.
Why we inspected: This was a scheduled inspection based on when it was registered.
Follow up: We will continue to monitor intelligence we receive about the service until we return to visit as per our re-inspection programme. If any concerning information is received, we may inspect sooner.
