Condition of this registration relating to carrying out this regulated activity
Within 14 days of this condition taking effect, the registered provider must implement an effective monthly audit and monitoring system to identify late and missed calls. This system must identify service users who have time critical needs to ensure that calls take place within the allocated time frame. The definition of a missed or late call must be clearly defined and where a care call fails to meet acceptable parameters the incident will be recorded.
Within 14 days of this condition taking effect, the registered provider must implement an effective monthly audit and monitoring system to ensure that all care staff:
i. Have been appropriately recruited and that individual staff files include a full employment history that has been checked and verified. This includes ensuring that gaps in employment have been discussed with the care staff member and documented. Suitable references have been obtained from employers and criminal convictions have been risk assessed.
ii. Are deployed to provide personal care to service users where they have been assessed as having the skills, knowledge, training and competence to support service users in line with best practice with their specific and individual care needs. Individual staff records must reference the following areas:
a. Medicine administration competency checks
b. Infection Control Prevention competency checks
c. Moving and handling competency checks
d. New staff members shadowing records must detail specific moving and handling equipment they are competent to use
Within 14 days of this condition taking effect, the registered provider must implement an effective system to gather the views, needs and preferences of all service users in their care. The registered provider must record and analyse the information obtained through this process and be able to demonstrate improvements that have been made as a result.
Within 14 days of this condition taking effect, the registered provider must have monthly audits in place to assess the quality and safety of the service in relation to:
i. Incident and accident records
ii. Feedback surveys engaging service users, staff, relatives, professionals and any other relevant stakeholders
iii. Medicine Administration Records
iv. Service user care plans and risk assessments
The registered provider must record and analyse the information obtained through the process and be able to demonstrate improvements that have been made as a result.
Within 14 days of this condition taking effect, the registered provider must provide a monthly written report to the CQC, to be submitted on the first Monday of every month. The report will summarise the provider’s findings, identifying the actions needed and who will be responsible for them. The report will reference:
i. Audits of late and missed care calls
ii. Audits of staffing recruitment and competency
iii. Feedback systems in place
iv. Audits of quality assurance
