Pencester Health and Pencester Surgery are managed by the same provider and share resources and learning across both sites. Currently they hold separate patient lists but a merge of the patient list is proposed for 2019.

Pencester Health (Formerly Dover Health Centre) is situated on the first floor of a purpose-built health centre and located in the town centre of Dover. Wheelchair access to the building is via main door at ground level and the first floor can be reached by a lift. The practice (Dover Medical Practice) was taken over by the GP partners from Pencester Surgery.

Pencester Health is managed by five GP partners (three male and two female). They are supported by three nurse prescribers, three practice nurses and three healthcare assistants (HCA). The practice manager and partners oversee both clinical and administrative teams. they hold a General Medical Services (GMS) contract.

The practices support student nurses from a local Kent university.

A wide range of services are offered by the practice including diabetes and asthma clinics. The practice is open Monday to Friday from 8am until 6.30pm. There are no extended hours at the practice. However, patients from Pencester Health and Pencester Surgery are able to access appointments at the Buckland Hospital hub from 8am to 8pm Monday to Sunday. This is funded by the Clinical Commissioning Group (CCG) via funds from the Kings Trust.

We carried out an announced comprehensive inspection at Pencester Health on 20 November 2018. The inspection was conducted to follow up on areas identified in their earlier inspection as requiring improvement. The inspection conducted in April 2018 found improvements were required to ensure safe care and treatment and effective systems and processes were in place for good governance.

At this inspection we found:

  • The practice had clear systems to manage risk so that safety incidents were less likely to happen. When incidents did happen, the practice learned from them and improved their processes.
  • We found staff had received training on sepsis and on safeguarding children and vulnerable adults.
  • Medicine alerts were being reviewed, actioned and followed up in an appropriate manner
  • The practice routinely reviewed the effectiveness and appropriateness of the care it provided. It ensured that care and treatment was delivered according to evidence - based guidelines.
  • Staff involved and treated patients with compassion, kindness, dignity and respect.
  • Patients found the appointment system easy to use and reported that they were able to access care when they needed it.
  • There was a commitment to continuous learning and improvement at all levels of the organisation.

The areas where the provider should make improvements are:

  • Continue to identify and support carers.
