Condition of this registration relating to carrying out this regulated activity
Within seven working days of this condition taking effect the registered provider shall provide a report to the Care Quality Commission describing the system in place for effective management of service users through the emergency surgery care pathway at Royal Sussex County Hospital. The report should include the following:-
a. The number of service users on the emergency surgery lists having their surgery cancelled, the number of times they have been cancelled previously and including details of any harm or potential harm arising as a result of the delay and the number of times escalation procedures have had to be used for that week.
b. The number of service users transferred to other locations or providers for that week.
c. Results of any monitoring data and audits undertaken that provide assurance that a process is in place for the effective management of service users requiring emergency surgery.
d.The results of any monitoring data and audits undertaken that provide assurance that an effective clinical management system is in place, and service users are escalated appropriately for medical support and reviewed in line with national clinical guidelines.
e. The full minutes of the speciality specific (upper and lower GI, gynaecology, orthopaedics and trauma and neurosurgery) mortality and morbidity review for each service user on the emergency surgery list identified as been harmed or a potential harm arising as a result of the delay and the learning from each case discussed.
f. The number of service users being cared for in the recovery area waiting for a high dependency or critical care bed including details of any harm or potential harm arising as a result of the delay and the number of times escalation procedures have had to be used for that week. In addition, the length of stay within the recovery area, level of care required, and evidence of outreach reviews and the support needed.
g. The minutes of all surgical senate meetings for a)
The registered provider must assure itself of the appropriate expertise of clinicians responding to emergency upper gastrointestinal cases at Royal Sussex County Hospital, The registered provider must approach this on a case-by-case basis, ensure skills and capabilities meet the needs of patients, Urgent Procedures NoD impose, vary remove conditions 800083 v2 2 and complete a full risk assessment when the necessary expertise is not available locally, to be produced to the Care Quality Commission if requested to do so.
