People told us how they felt using the service and that staff treated them well. Staff were knowledgeable on how to identify and report any safeguarding concerns. The provider had effective systems in place to ensure any accidents and incidents were monitored to identify any emerging themes or patterns in order to improve the care provided. People told us they had been involved in the planning of their care and staff told us how they followed people's care plans and risk assessments to ensure they provided care safely. We found care plans and risk assessments clearly identified people's needs and risks. They showed the action staff should take to minimise any risk of avoidable harm. People and staff told there were enough staff available. We found staff had been recruited safely and had received appropriate training for their roles.

Safeguarding

People told they were safe using the service. One person told us, "I feel very comfortable and safe." And another person told us, "I was apprehensive at first, but from the first visit the carers put me at ease, they have involved me in everything right from the start." People told us they knew how to raise concerns and consistently told us staff treated them well.

Staff were knowledgeable on how to identify and report safeguarding concerns. Staff received regular training in this area

The registered manager and provider regularly analysed the actions taken following accidents, incidents and safeguarding concerns to identify any emerging themes in order to improve the care provided, and to prevent recurrences to keep people safe from harm.

Involving people to manage risks

People told us they had been involved with the planning and ongoing review of their care and how staff understood their needs. People told us of how they had been supported to regain their independence and confidence. One person told us, "They have really helped me, I was able to reduce my calls as I was able to manage, I think it’s a job well done, it's great to be doing everything myself again".

Staff told us about how the information they received about a person before supporting them, this included information on their needs and any risks. Staff told us how they followed people's care plans and risk assessments to ensure they delivered care safely. Staff worked within the providers multi disciplinary team which included social workers and occupational therapists when people needed additional support. The provider's team all worked together to provide people with opportunities to regain and develop their independence.

Effective systems and processes were in place to ensure to ensure risks were identified, monitored and mitigated. The provider had systems in place to ensure staff had information about people before they visited and supported them. People and their relatives had frequent opportunities to review the care in place.

Safe and effective staffing

People told us the service was suitably staffed and when staff visited them, they did not feel rushed. People told us staff were trained and were complimentary about the care and support provided.

Leaders told us about the systems in place to ensure visit times and duration's were monitored and the actions they would take in the event a visit did not happen. Staff told us there was enough staff available and the training and shadowing opportunities provided supported them well to fulfil their roles.

Staff were recruited safely, safer recruitment processes had been followed to ensure people were suitable for their roles. The provider had systems in place to ensure punctuality and visit duration's were monitored. Staff had received training that was suitable to their roles. Training compliance was monitored by the registered manager to ensure staff remained up to date with their required training.
