We identified a continued breach of the legal regulations. Systems and processes had not been established to identify when people were placed at risk of unsafe water or from the risk of fire. Systems and processes were either not in place or not robust enough to ensure the facilities and services needed to support the safe delivery of care were continuously in place. Systems and processes were not robust to ensure staff were supported and felt valued, this had impacted on staff wellbeing. However, staff felt supported by the manager.

Staff told us they had not been all been paid for the third month in a row. Staff told us they had not received an explanation or apology from the provider, and this had led them to not feeling valued and had impacted on their wellbeing. However, staff told us they felt supported by the manager, clinical lead and operations director.

At our inspection in June 2024, inspectors identified fire and water safety checks had not been completed since April 2024. The provider was informed in June 2024 however, at this inspection we found no improvements had been made. Checks for safe water and checks to reduce the spread of fire had not been completed since April 2024. This meant the provider had failed to follow their own policy and people had been placed at continued risk of harm. Systems and processes had either not been established or were not robust to ensure all the facilities needed to support the safe delivery of care were continuously in place. For example, the clinical waste had not been collected due to outstanding payments and was found to be overflowing creating a risk of the spread of inspection. This was rectified before the end of our assessment and the manager confirmed the waste had been collected. Systems and processes to support staff and their wellbeing had not been established. Staff told us they had not been paid correctly for the third month in a row and this had impacted on their wellbeing. Staff told us they felt supported by the manager however, told us staff morale was low.
