The inspection

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 (the Act) as part of our regulatory functions. We checked whether the provider was meeting the legal requirements and regulations associated with the Act. We looked at the overall quality of the service and provided a rating for the service under the Care Act 2014.

As part of this inspection we looked at the infection control and prevention measures in place. This was conducted so we can understand the preparedness of the service in preventing or managing an infection outbreak, and to identify good practice we can share with other services.

Inspection team

This inspection was carried out by one inspector and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service.

Service and service type

Woodford House is a ‘care home’. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises and the care provided, and both were looked at during this inspection.

The service had a manager registered with the Care Quality Commission. This means that they and the provider are legally responsible for how the service is run and for the quality and safety of the care provided.

Notice of inspection

This inspection was unannounced.

What we did before the inspection

We reviewed information we received about the service since it was registered. This included information the provider sent us about issues relating to the service. We sought feedback from the local authority and professionals who work with the service and no concerns were received. We asked Healthwatch for any information they had about the service. Healthwatch is an independent consumer champion that gathers and represents the views of the public about health and social care services in England. We used the information the provider sent us in the provider information return. This is information providers are required to send us with key information about their service, what they do well, and improvements they plan to make. This information helps support our inspections. We used all this information when planning our inspection.

During the inspection

We spoke with five people who used the service and five relatives about their experience of the care provided. We spoke with nine members of staff including the registered manager, regional director, clinical services manager, administrator, wellbeing coordinator, care workers and nurses. We reviewed a range of records. This included five people’s care records and multiple medication records. We looked at four staff files in relation to recruitment, training and staff supervision. A variety of records relating to the management of the service, including policies and procedures were reviewed.

After the inspection

We continued to seek clarification from the provider to validate evidence found. We looked at peoples’ feedback and staff rotas.

About the service

Woodford House is a residential care home providing nursing and personal care for up to 39 people. Peoples’ needs were varied and included people with nursing needs and people requiring short term nursing or personal care before returning home. The service was arranged on one level and at the time of the inspection there were 18 people living in the service.

People’s experience of using this service and what we found

People told us they felt safe in the service as staff were always around and call bells were answered promptly. One person said, “Oh, yes, it’s definitely safe.” Another person said, “We are well looked after – no complaints.” Staff completed safeguarding training, and this was up to date. Risks were managed and people received safe care and treatment. Medicines were managed in line with national guidance and lessons were learned when things went wrong.

People and their relatives told us staff were kind and caring. One relative said, “They are very kind, very helpful.” People and their relatives were involved in decisions about their care and their dignity and privacy was respected. People were encouraged to be independent.

The registered manager had an open-door policy. Staff found the management team approachable and supportive. Relatives told us that communication with the office was good and the manager was always accessible. Relatives told us that any queries by email were responded to quickly. There were comprehensive quality assurance processes in place to monitor all aspects of the service.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

Rating at last inspection

This service was registered with us on 21/11/2019 and this was the first inspection.

Why we inspected

This was a planned inspection based on timescales for unrated services.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

Follow up

We will continue to monitor information we receive about the service until we return to visit as per our re-inspection programme. If we receive any concerning information we may inspect sooner.
