People were protected from the risk of potential abuse working with staff who had appropriate skills and experience and knew how and to who to report any concerns to. The registered manager had developed a working relationship with the local authority safeguarding team. Staff followed comprehensive guidance to protect people from the potential risk of harm. Potential risks to people’s health care and environment had been assessed and mitigated. People were provided with consistency and continuity of care by staff who knew them well. Staff had received training to meet people’s needs including any specialist needs. Staff had been recruited safely.

Safeguarding

People told us they felt safe with the staff. Comments from people included, “I feel safe and secure with the staff because they know what they’re doing. They always make sure I don’t fall over”, “We’ve built up a good rapport with them and I just feel safe in their hands” and “They make me feel safe because they give me so much confidence about my troubles. I trust them implicitly.” The registered manager understood their responsibilities to keep people safe and these were set out in the organisations safeguarding policy and procedure. Safeguarding underpinned the service and was a topic for discussion at every team meeting. Staff recognised the potential signs of abuse and had been trained in safeguarding adults and children. Staff knew the action to take if they had any concerns. Safeguarding concerns had been reported to the local authority. The registered manager had developed a working relationship with the local safeguarding lead and contacted them for advice.

Involving people to manage risks

People and their relatives were involved in developing risk assessments and mitigating any potential risks. One person said, “Staff know they can’t leave anything lying around for me to trip over.” The initial care visit was completed by a member of the management team who used a comprehensive health and safety checklist which identified potential risks to people’s safety in their daily lives which were assessed, monitored and reviewed. This included risks due to people’s specific health conditions such as, skin care, mental well-being and mobility. The registered manager encouraged relatives to be present for the first visit so they could have input into the assessment and care plan. Some people needed staff and equipment to help them mobilise. Staff were given clear and detailed step by step guidance about how to support the person in the way they preferred. This included the specific equipment they may need and how to move people according to their preferences. Staff understood the importance of following this guidance to keep people safe. Staff told us they knew people well and were aware of their potential risks.

Safe and effective staffing

People told us they knew the staff who visited them and were provided with consistency. One person said, “They’re regular staff and we know them all.” A relative said, “They tend to keep the same carers and mum’s familiar with them all.” Each person was usually allocated a small team of staff members, depending how many calls they required. This ensured that care calls were always done by the same team and the person got to know who their care workers were. People were supported by staff who had received relevant training which had been regularly refreshed. The registered manager had identified the specialist needs of the people they supported and provided relevant training. Staff skills and competency were assessed at regular spot checks by senior staff and included that staff could safely administer people’s medicines and support people to move safely. Staff had been recruited safely. Records were maintained to show that checks had been made on employment history, references and the Disclosure and Barring Service (DBS). DBS checks provide information about convictions and cautions held on the Police National Computer. This information helps employers make safer recruitment decisions.
