Our view of the service

Date of assessment 2 September 2024 – 19 September 2024. All Saints Vicarage specialises in supporting people with a learning disability and autistic people. This was a responsive assessment due to receiving concerns in relation to leadership and culture, staffing, risk management and infection prevention and control. During the assessment we did not identify any concerns, which the provider had not previously identified and was working to address. There was evidence of a learning culture. Following the receipt of concerns, the provider had investigated and made recommendations which were being implemented and embedded. Lessons were learned following safeguarding matters, and accidents and incidents. Staff understood safeguarding procedures and were confident concerns would be acted upon. Staff understood people’s needs and spoke about them with respect. Some issues were raised around the need for more female staff and more drivers, which was being addressed. Safe recruitment practices were followed. Staffing was based upon the hours of support commissioned by the local authority in relation to each person’s needs. Staff were receiving supervision, appraisal and induction. However, some staff said they did not always feel supported. The registered manager was working to assess the quality of supervisions, to ensure they were meaningful and valuable for all staff. Quality assurance and governance procedures were in place; however, they were not always detailed and up to date. We have assessed the service against ‘Right Support, right care, right culture’ guidance to make judgement about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People's experience of this service

People were supported by staff who knew them well and understood their needs and preferences. Family members told us people received the right support which was safe and met their needs. Some family members shared concerns about communication and engagement, however this had been identified by the provider who was working to address these and develop the culture. People were relaxed and engaged with staff, who treated them with kindness and respect. Wherever possible people were given choice and, if people lacked the capacity to make the decision for themselves, these were made in peoples’ best interests with the involvement of family members and professionals. One person told us they liked living at the service and that it had made them more positive. They said, “It’s the best place here. I can be myself” and “They really help me.”
